Canada Fund for Local Initiatives (CFLI)

The Canada Fund for Local Initiatives (CFLI) supports small, high-impact projects in developing countries. Projects should align with Canada’s international priorities and be designed mainly by local organizations. All projects are selected by the local Canadian embassy or high commission.

Funding

  • Average grant: CAD $40,000
  • Maximum grant: CAD $50,000
  • All funds are given in Canadian Dollars and converted to local currency.

How to Apply

  • Projects must be completed by February 28, 2026.
  • Application deadline: April 30, 2025, at 09:00 (GMT+11, Canberra time).

  • Only applications using the official application form and budget document will be accepted.
  • Proposals must be in English or French.
  • Only selected applicants will be contacted.

Who Can Apply

Eligible organizations include:

  • Local NGOs and community groups
  • Local universities and academic institutions
  • International NGOs working on local projects
  • Government agencies (municipal, regional, national)
  • Intergovernmental or regional organizations
  • Canadian NGOs working on local development

CFLI prefers working with local civil society groups.


Project Themes

Projects must focus on at least one of these areas:

  1. Inclusive governance (e.g., human rights, democracy, LGBTQ+ inclusion)
  2. Peace and security
  3. Economic growth for all (e.g., women’s economic rights, jobs)
  4. Gender equality and women’s empowerment
  5. Human dignity (health, education, nutrition)
  6. Climate and environment (e.g., water management, adaptation)

Gender-Based Analysis (GBA)

Applicants must explain how their project affects women, girls, men, and boys differently. Projects must:

  • Consult women/girls when planning the project
  • Use their input to shape the design
  • Avoid causing harm or reinforcing inequality

Eligible Costs

Funding can be used for:

  • Salaries and training
  • Travel and event costs
  • Equipment (if needed for the project)
  • Communication, outreach, translation
  • Research, legal, medical, or admin costs
  • Website and media expenses

Not allowed:

  • Military support, gifts, luxury items, core organizational funding, or costs outside the project timeframe.
